David R. Saucedo Named as New Eagle Pass International Bridge System General Manager

The City of Eagle Pass, Texas City Manager Homero Balderas announced on Tuesday, January 7, 2025 that former Maverick County Judge and educator, David R. Saucedo, has been named as the new Eagle Pass International Bridge System General Manager among a pool of over 10 candidates whom applied for the vacant position.
Former Eagle Pass International Bridge System General Manager Ronnie Rivera resigned from his position on November 29, 2024 after only five months on the job in order to accept new employment with Border Federal Credit Union as Branch Manager of its new Branch Office located at 2344 El Indio Highway in Eagle Pass, Texas, scheduled to open in January 2025.
Saucedo previously served as Maverick County Judge for three consecutive terms from 2010 to 2022 before being defeated in the March 2022 Democratic Party Primary by former Eagle Pass Mayor and now Maverick County Judge Ramsey English Cantu. Prior to being elected as Maverick County Judge in 2010, Saucedo also served three terms as Maverick County Commissioner of Precinct 3 and as a Maverick Constable of Precinct 3 before being elected as a County Commissioner. He also was employed as a public school teacher with the Eagle Pass Independent School District.
Saucedo will officially commence on January 15, 2025 his new post as the Eagle Pass International Bridge System. Saucedo’s public service and management experience as the Chief Budget Officer of Maverick County while being County Judge will be tested as the Eagle Pass International Bridge System is in the midst of having applied in November 2024 for a Presidential International Bridge Permit Amendment to expand the City’s Camino Real International Bridge (Bridge No. 2) from six to 12 lanes as well as being the City’s key source of revenues, contributing up to 50 percent of revenues necessary to fund the City of Eagle Pass’s annual fiscal year budget. The City of Eagle Pass owns two international bridges as part of its public assets.
Currently, the City of Eagle Pass is about to commence construction in 2025, together with the Texas Department of Transportation (TxDOT), the redesign of logistical transportation infrastructure leading up to the City-owned Camino Real International Bridge in anticipation of the expansion to 12 lanes. This transportation logistical construction project will use part of Fort Duncan Park public facilities such as Moncada Baseball Park and the Leo Brown and Henry Staten Little League Baseball Field. This construction project is expected to last one to one and half years.
Upon completion, the City of Eagle Pass will proceed to expand the Camino Real International Bridge from six to 12 lanes assuming it receives the Presidential Permit Amendment in March or April of 2025. The City of Eagle Pass estimates the Camino Real International Bridge expansion project will cost about $20 million or more and take up to two years to be completed.
The City of Eagle Pass has partnered with the State of Coahuila in expanding the Camino Real International Bridge from six to 12 lanes in order to accommodate present and future commercial freight traffic anticipated to arise from near-shoring manufacturing under the United States-Mexico-Canada Free Trade Agreement and Mexico’s expansion of its Pacific Ocean Port of Mazatlan.
The City of Eagle Pass now has competition for commercial freight traffic from a private enterprise named Puerto Verde Holdings, LLC who has been granted a Presidential Permit in May 2024 to design and construct a private international commercial freight bridge to be named Puerto Verde Global Trade Bridge and a railroad line and bridge to be named Green Eagle Railroad under the sponsorship of Maverick County. The Puerto Verde Holdings, LLC projects are anticipated to commence construction either in 2025 or 2026 subject to completing all administrative and regulatory requirements.
