City of Eagle Pass Seeks Candidates for Five Department Level Positions Going into 2025

The City of Eagle Pass, Texas has posted five department level job openings within the Human Resources Department as of press time on December 26, 2024, including the key positions of Police Chief, Economic Development Department Director, Eagle Pass International Bridge System General Manager, Parks and Recreation Department Director, and City Engineer, according to the City’s Human Resources Department website.
All five of the department level job openings are critical to the operation and safety of the City of Eagle Pass and its loyal citizens. Each of the five existing job openings require professionals with experience, management skills, and visionary and collaborative plans to improve the overall administration, financial standing, economic growth, public safety, and quality of life issues affecting the community.
The most critical of the five job openings is the Police Chief position as the public safety of almost 30,000 citizens within the City is at stake as well as overall security of the community, particularly being located on the United States-Mexico border. Current Eagle Pass Police Chief Federico “Fred” Garza announced his decision to resign from his position for personal and family reasons on December 5, 2024, surprising the citizens in the community and collaborative law enforcement agencies.
According to the City’s website, the Police Chief position “is a senior management position responsible for planning and integrating policing services provided by the City for its citizens and visitors. The Police Chief organizes and integrates services to provide around-the-clock coverage and outreach in the community. The Police Chief is an appointed position requiring compliance with qualifications for the position.” The Police Chief position base pay is between $92,016 to $126,420 commensurate with experience and qualifications. Eagle Passans will greatly miss Police Chief Federico “Fred” Garza as he has reduced the crime rate in Eagle Pass by 24 percent in 2024 and had established collaborative relationships with county, state, and federal agencies. The Police Chief position is an appointed position.
The second departmental job opening is that of the Eagle Pass International Bridge System General Manager who is responsible for managing and operating the two City-owned international bridges that provide up to fifty percent of the City’s annual fiscal budget general revenues to pay for many of the City’s services and projects. According the City’s website, the International Bridge General Manager “represents senior management and overall accountability for 24-hour continuous operations toll-supported bridges to and from the United States and Mexico. The General Manager establishes optimal and cost-effective staff coverage and supervision for all work shifts and staff support for cash management and administration. The Manager is an appointed position requiring considerable supervisory, customer service, and cash management experience. The Manager markets and promotes to attract traffic sources to assist in generating additional revenue.” The International Bridge Manager base pay is from $83,147 to $115,707 commensurate with experience and qualifications. The Bridge General Manager position is appointed by the City Manager. The former City Bridge General Manager Ronnie Rivera resigned on November 26, 2024 to accept another position with Border Federal Credit Union as Branch Manager of their soon to be opened El Indio Highway Branch in Eagle Pass after being only a few months on the job.
The third senior management departmental job opening within the City of Eagle Pass is the Economic Development Department Director who is responsible for the “coordination of City-wide economic development efforts of the City of Eagle Pass, including marketing and promotion, design, and enhancement of retail service, manufacturing, and transportation-related business opportunities resulting in higher private and public sector revenues. Prepares, coordinates, and implements economic development plans, programs, and services that enchance and promote the business climate of the City.” The Economic Development Director position base pay is from $87,856 to $122,260 commensurate with experience and qualifications. The former City Economic Development Director Arturo Marquez resigned in May 2024 to accept a similar position with the City of Corpus Christi, Texas. The Economic Development Director is an appointed position by the City Manager.
The fourth senior management departmental job opening is that of the City Parks and Recreation Director. The position is appointed by the City Manager. The Parks and Recreation Director position requires the “planning, organizing, managing, coordination, and participation in providing a comprehensive program of recreation, parks, sports and leisure activities for the community. Manages and evaluates programs, facilities, projects, and staff.” The Parks and Recreation Director position base pay is from $66,640 to $92,736 commensurate with experience and qualifications.
The fifth senior management departmental job opening is that of City Engineer who is responsible for the “planning, organizing, directing engineering functions, including capital construction projects, engineering design, and maintenance of roadways and surface water systems. Oversees and participates in the review and evaluation of complex development proposals and land use applications to determine impacts on the City’s infrastructures. Develops and/or participates in approval of development and construction proposals, projects, and plans. The City Engineer base pay is from $98,101 to $136,517. The position is an appointed position.
All five senior management departmental positions are important for the success of the City of Eagle Pass to fulfill its responsibilities and obligations to its taxpayers.
