Eagle Pass City Council Appoints Ana Sophia Berain-Garcia Law Firm as New Legal Counsel

The City of Eagle Pass, Texas City Council approved the appointment of the Ana Sophia Berain-Garcia Law Firm as new legal counsel (City Attorney) by a 4-0-1 majority vote at its regular meeting held on Tuesday, June 6, 2023, authorizing Interim City Manager Ivan Morua to negotiate a contract with the Ana Sophia Berain-Garcia Law Firm as new legal counsel for the municipality.
Voting in favor of hiring new legal counsel for the City of Eagle Pass were Mayor Rolando Salinas, Jr., Mayor Pro-Tem William “Billy” Davis, and Council members Mario E. Garcia and Monica J. Cruz while Council member Elias Diaz abstained.
The City Council action to authorize Interim City Manager Ivan Morua to negotiate a contract for legal services with the Berain-Garcia Law Firm signifies the City of Eagle Pass is changing its legal counsel relationship with the Langley & Banack law firm of San Antonio, Texas after more than a 20 year relationship as City Attorney.
Mayor Rolando Salinas, Jr. stated in an exclusive interview with the Eagle Pass Business Journal that the City Council believed it was the appropriate time for a change of legal counsel in the City of Eagle Pass and that only two law firms had submitted a Request for Proposals, Langley & Banack and the Berain-Garcia Law Firm.
The principal attorney of the Ana Sophia Berain-Garcia Law Firm is Ana Sophia Berain-Garcia, a graduate of Eagle Pass High School in 2007. Berain-Garcia worked as an Assistant City Attorney with the City of Laredo, Texas for the past two years and three months and served as Interim City Attorney of Laredo during September to November of 2021 before opening her own law firm. Prior to working for the City of Laredo, Berain-Garcia worked as an Associate Attorney with the Knickerbocker, Heredia, Salinas & Salinas law firm of Eagle Pass, Texas.
Ana Sophia Berain-Garcia earned a Juris Doctor degree from Texas Southern University Thurgood Marshall School of Law in Houston, Texas. She has been a licensed attorney in the State of Texas since May 2016. She also earned a Bachelor of Art degree with a major in Geography from Texas State University in San Marcos, Texas.
Berain-Garcia stated she was excited to have been appointed by the City Council as new legal counsel for the City of Eagle Pass and looks forward to returning to live in Eagle Pass and representing the community as its new City Attorney.
The City of Eagle Pass is in the midst of an economic development growth phase and poised to become a major player in international trade between the United States and Mexico.
