IBC Bank-Eagle Pass President and CEO Hector J. Cerna Re-Appointed to Finance Commission of Texas
(Press Release) Gov. Greg Abbott has reappointed Hector J. Cerna, president and CEO of IBC Bank-Eagle Pass, to the Finance Commission of Texas. The commission is the governing body of the state’s banking, savings and loan and consumer credit agencies. The commission will play a significant role as Texas financial institutions navigate the COVID-19 crisis and the financial impact the pandemic has had on the Texas economy. Cerna, who was first appointed in 2015, will serve through Feb. 1, 2026.
“I would like to extend a congratulations to Hector for his reappointment to this very important committee,” said IBC Bank Chairman and CEO Dennis E. Nixon. “His leadership and extensive knowledge of banking, finance, economic development and international trade issues make him a valuable resource, and I am proud that he is able contribute to such an important and impactful committee.”
The mission of the Finance Commission of Texas is to ensure that the banks, savings and mortgage lending institutions, nondepository financial service providers and other regulated entities, chartered or licensed under state law, operate as safe and sound institutions and increase the economic prosperity of the state.

Abbott has reappointed me to the commission so that I can continue to work with other members and offer guidance, support and direction to the three agencies the commission oversees. I look forward to working on the commission, assisting the community banking system transition from this COVID-19 crisis through to a vibrant and healthy economy.”
In addition to his role as president and CEO of IBC Bank in the Eagle Pass region, Cerna is chairman of the Diocese of Laredo Finance Council, and a board member of the Border Trade Alliance (BTA) and the OMNIA Casa del Nino. He is also active in the Eagle Pass Chamber of Commerce and the Texas Bankers Association. A select number of organizations in which he has had leadership roles includes: former president of the Maverick County Development Corporation, former president of the Rotary International of Eagle Pass and Paul Harris Fellow, council member of Our Lady of Refuge School Council, member of the Texas Border Infrastructure Coalition and member of Texas Young Bankers Association.
Cerna received a Bachelor of Business Administration in Finance from The University of Texas at Austin.
