Eagle Pass City Council Approves to Declare Intent to Annex 1,793.6 Acres to City Limits

The City of Eagle Pass, Texas City Council unanimously approved to declare its intent to annex eight (8) tracts of land, totaling 1,793.6084 acres of land in Maverick County, Texas, into the city limits of Eagle Pass at a special meeting held on Tuesday, October 10, 2017.
The Eagle Pass City Council has been discussing its plans to annex adjacent real properties to its city limits for the past two years. After reviewing all properties adjacent to the city limits, Eagle Pass City Manager Arturo B. Rodriguez is recommending eight (8) tracts of land of various acreages totaling 1,793.6084 acres to City Council to be annexed to the Eagle Pass city limits.
The eight (8) tracts of land to be annexed to the Eagle Pass city limits include Tract “A” of 404.22 acres, Tract “B” of 347.25 acres, Tract “C” of 202.41 acres, Tract “D” of 826.22 acres, Tract “E” of 3.698 acres, Tract “F” of 5.5604 acres, Tract “G” of 1.25 acres, and Tract “H” of 3.0 acres. Most of the tracts of real property are located on Veterans Boulevard, FM 1021, U.S. Highway 57 North, Loop 480, and U.S. 277 East.
None of the real property proposed for annexation by the City of Eagle Pass includes existing Maverick County subdivisions such as Las Quintas Fronterizas, Loma Bonita, Balcones Heights, Coronado Estates, Seco Mines, Siesta Acres, Deer Run, Hopedale Estates, and other subdivisions. The City of Eagle Pass is primarily focusing on undeveloped land that is adjacent to its city limits instead of existing and established subdivisions that are adjacent to the city limits.
The Eagle Pass City Council went into Executive Session to consult with City Attorney Heriberto Morales of Langley and Banack regarding the resolution declaring its intent to annex these eight (8) real properties, precluding the public of hearing the discussion and reasons for annexing these eight (8) tracts of land. Upon returning from Executive Session, City Councilmember Luis E. Sifuentes motioned to approve the resolution to declare the intent to annex these eight (8) tracts of land into the city limits of Eagle Pass and the motion was seconded by Mayor Pro-Tem Yolanda Ramon, which the City Council unanimously approved.
The resolution approved by the Eagle Pass City Council declares its intent to annex these eight (8) tracts of land, directs City Manager Arturo B. Rodriguez to give written notice of the the City’s intent to annex the areas contained within the eight (8) tracts of land to each property owner, to each public entity or private entity that provides services in the areas proposed for annexation, each railroad company that serves the City of Eagle Pass and is on the City’s tax roll if the company’s right of way are in the areas proposed for annexation, to send out offers to enter into development agreements with property owners whose properties are used for agriculture , wildlife management and/or timberland, to schedule two (2) public hearings and provide notice of these two public hearings, and to prepare a service plan that provides for the extension of full municipal services to the areas which the City of Eagle Pass desires to annex and make these service plans available for public inspection.
The City of Eagle Pass will have to provide all city services to these real properties sought to be annexed, including water and sewer system services, police protection, fire protection, ambulance or emergency services, trash collection, parks and recreation services, and other city services.
The proposed annexation of these eight (8) tracts of land totaling 1,793.6084 acres is focusing on the future growth of the City of Eagle Pass and its economic and business development.
Eagle Pass residents will have two public hearings to express their opinions, suggestions, and comments regarding the proposed annexation of these eight (8) tracts of land as well as the City’s service plans and development agreements with the property owners of these tracts of land. These public hearings will be open to the public.
